Specification of operational requirements for the export of Fresh Fruit and Vegetables from New Zealand to Australia under an approved Australia Department of Agriculture Offshore Preshipment Inspection (OPI) Program.
OPI of Fresh Fruit and Vegetables within New Zealand allows for conditional export of the commodity to Australia without the requirement for routine product inspection by the Australian Department of Agriculture upon arrival.
This work plan covers the following varieties of produce: Apples, Avocado, Blueberry, Capsicum (including Chillies), Kiwifruit (including Kiwiberry), Citrus, Persimmon, Strawberry, and Tomato.

These operating guidelines have been documented to assist participants in the USDA preclearance programme to meet the outcomes defined in the USA Pre-clearance Workplan.
The purpose of this Work Plan is to specify the generic requirements and working procedures to be met by the parties (i.e. the United States Department of Agriculture (USDA), The Ministry for Primary Industries (MPI), Plant Exports , the NZ Independent Verification Agency’s (IVA’s), packers, registered coolstores and exporters) participating in the New Zealand pipfruit pre-clearance programme.
