This document sets out the Ministry for Primary Industries’ (MPI’s) medium-term strategy and demonstrates how MPI plans to deliver the shifts in performance required to be an exemplary organisation over the next four years.
Strategic Intentions 2015–2020 builds on the previous Statement of Intent 2014–2019. It also sets out how MPI will deliver on government priorities, as well as cross-agency and primary sector initiatives.

The Statement of Intent (SOI) sets out what the Ministry for Primary Industries (MPI) will do over the next five years to achieve its vision of Growing and Protecting New Zealand. SOI takes into account New Zealand’s dynamic trading environment and the Government’s goals of building a more productive and competitive economy, as well as delivering better public services.

Statement of Intent 2013-2018
The Statement of Intent (SOI) is a key element of the Ministry for Primary Industries (MPI) public accountability narrative. At a high level it signals the benefit that MPI is seeking to achieve for the primary sector and for all New Zealanders. The SOI sets out key challenges and opportunities associated with MPI’s Export Double goal and details how these factors will shape MPI’s work programmes and capability development over the next five years.

The Situation and Outlook for Primary Industries released in June 2014 (SOPI) assessed the prospects for New Zealand’s primary sectors over the next four years. This mid-year review updates the short-term forecasts for the primary sectors based on the key changes in domestic production and export market dynamics for each sector.

A Performance Improvement Framework (PIF) review of MPI was published on 24 March 2016.
A panel of independent reviewers assessed the current state of MPI, and considered how well it is placed to deal with the opportunities and challenges faced over the medium-term. The review was managed by the State Services Commission.

The reviewers noted 4 'future state' enhancements - managing and developing MPI’s people, delivering on our export goal, MPI’s leadership role, and systems management. The review was managed by the State Services Commission.
